As of January 10, 2007, Sierra's Part-time
Faculty are now on a salary matrix identical to the Full-time
matrix...including a raise for a huge portion of part-timers (above and
beyond the 7.4% raise all faculty received in November of '06).

On other
fronts......
In June
of 2003,
SB 955 was signed into law. It added a new subdivision
to Education Code 87482.5, stating for the first time
in unequivocal language that non-teaching activities to which part-time faculty
are assigned CANNOT be
included in the calculation of their 60% FTE limit.
The
legislation adds subsections (c)(1) and (c)(2) to the code. [Subsection (c)(2) refers to the 50%
law, Section 84362(d).] Note the language in (c)(1):
"including, but not necessarily limited to."
SECTION 1. Section 87482.5 of the Education
Code is amended to read:
87482.5
(a) Notwithstanding any other provision of law, any
person who is employed to teach adult or community college classes for not
more than 60 percent of the hours per week considered a full-time
assignment for regular employees having comparable duties shall be
classified as a temporary employee, and shall not become a contract
employee under Section 87604.
(b) Service as a substitute on a day-to-day
basis by persons employed under this section shall not be used for
purposes of calculating eligibility for contract or regular status.
(c) (1) Service in professional ancillary
activities by persons employed under this section, including, but not
necessarily limited to, governance, staff development, grant writing, and
advising student organizations, shall not be used for purposes of
calculating eligibility for contract or regular status unless otherwise
provided for in a collective bargaining agreement applicable to a person
employed under this section.
(2) This subdivision may not be construed to
affect the requirements of subdivision (d) of Section 84362.
This law means you have a
solid argument if you're told you can't substitute or be a faculty advisor or do any
other non-classroom work because of the 60%
limit... because none of that counts against your load. It's
long past time that some of Sierra's more recalcitrant and obstinate deans
come to terms with the reality of the law and begin to abide by its
precepts, whether they like it or not.

So...what about that 60%
limit?
Part-timers and their representative
organizations still haven't given up on the idea to raise the 60% limit to 80%, which would
allow part-timers to teach up to 80% of a full-time load and still qualify
for part-time status. That kind of change would mean huge benefits for many
part-timers, especially those who are forced to "freeway fly" between two or
more districts in order to cobble together a decent living. Another plus is
that it would cost the state's CC districts absolutely nothing in the
way of added wages or benefits, and would add a great deal to the quality of
instruction as instructors would be able to stay on one campus and become
more invested in their college.
