STATEMENT OF DISTRICT and SCFA ISSUES AND INTERESTS FOR NEGOTIATIONS:
2004-05
[Note: Also known as the "Sunshine List," this is
an inventory of items drawn up by the SCFA and District negotiating teams at the
beginning of each academic year. The list represents those issues which each
side intends to bring to the negotiating table during that year...a bit like an
advance warning of each side's "wish list."
Some of these interests are mutual--that is,
issues which both the Faculty Association and the District wish to
address--while others are interests of just the Association or the
District. Items are listed in order of importance, and new items may be added to
the list ("sunshined") throughout the year by either side. We will be
posting the 2005-06 Sunshine List as soon as it becomes available.]
The
Education Employment Relations Act requires that subjects of negotiations be
presented publicly and that members of the public be given an opportunity to
comment upon them in a lawful meeting of the Board of Trustees.
The following are the issues and interests presented by the District for
negotiations with SCFA:

Mutual Interest |
The faculty have an
interest in equitable salary increases for full-time and part-time faculty
members (Article 8, 9). The faculty and the District have an interest in
discussing the Salary Formula and the Efficiency Formula. |

Mutual Interest |
The faculty and the
District have an interest in maintaining District financial stability. |
| 3. |
Mutual Interest |
The faculty and the
District have an interest in discussing Health and Welfare Benefits
including, but not limited to, Medical Insurance, Dental Insurance, Vision
Insurance, Post Medical Retirement Fund, Unfunded Liability, and the Joint
Labor Management Committee (Article 11). |

The faculty and the
District have an interest in discussing the evaluation of faculty. |

The faculty and the
District have an interest in discussing the Faculty Calendar and Work Week, |

The faculty and the
District have an interest in discussing the Department Chair provisions. |

Mutual Interest |
The faculty and the
District have an interest in discussing Stipends, including but not limited
to Coaches-Assistant Head Coaches (Article 10). |

The faculty and the
District have an interest in discussing Leaves (Article 13). |

The faculty and the
District have an interest in discussing initial Salary Placement of newly
hired faculty (Article 8). |

District have an interest in discussing the implementation of Supervisory
Training for faculty who may supervise classified staff. |

The faculty and the
District have an interest in discussing the revision of the Faculty
Employees Reclassification Committee (FERC) rules. |

District have an interest in discussing the Length of Agreement (Article

District have an interest in exploring the ability for classified teaching
overload to teach part-time beyond their 40-hour work week. |
